This is a very fast clock by bullgit. It works in the following way:

1. The very first commit is made
2. Travis starts a build, changes the time
3. Flippity commits
4. A new build is triggered
5. ...

Is this smart?

No.

What if it isn't ticking?

Travis has probably stopped building, that rascal. Give him a kick in the butt with a new manual commit.
